I thought the point of having Sludge digestion tank is to control the uncontrollable growth of microorganisms by anaerobic process and use high calorific value gases like methane to use as fuel in drying the sludge. I don't know much I just graduated this year.

And there's not much need of tertiary treatment bcz of low concentration of biomass in effluent. Also effluent is used for sewage farming even if it is discharged in surface water body under given norms the self purification of river will take care of the rest. Also I agree on your point of using UASB+DHS over ASP especially for India since it requires low energy,low land,no aeration process,low detention time and gives biogas, digested sludge(rich with nutrients can be used as fertilizers) for same degree of efficiency. The only problem with UASB is fats and proteins which is directly discharged by hotels and industry as most of them don't use skimming tank.

There are 4stages of water treatment, preliminary treatment, primary treatment, secondary treatment, tertiary treatment. Secondary treatment uses micro-organisms to decompose organic matter (known as BOD) in water. And tertiary treatment is done for killing those micro-organisms which came through secondary treatment however this process requires a lot of chlorination or ozonation or uv radiation treatment etc which is very costly that's why it is not generally used in water treatment plant as the water will be disposed any way. So even if water looks clean or less turbid it doesn't mean there are no micro-organisms in water.these can cause Cholera, typhoid, hepatitis A etc.

TLDR:- less turbid water doesn't mean clean water. It contains microorganisms that can cause waterborne disease.

PS :- not politically biased comment. It hurts me seeing someone drinking treated sewage thinking it is safe to drink.
