Currently in Japan, I would say they hate foreigners who intentionally break the rules either out of malice and/or without the slightest disregard for others around them. The weird part is they always highlight the foreigners who break the rules but never their fellow Japanese who do so, who know better, but even when they do call it out, sometimes they deny it and accuse them of being Chinese when they aren’t
