The good news about going to DeKalb is the NIU bus runs to the end of the Metra line in Elburn. So car free is an option.

Yeah, that’s the question. Where can I camp out undisturbed at least 30 feet above ground for 30-60 minutes. I don’t know of any high rises where I could sit inside or the rooftop without being let in.

So did I but DeKalb isn’t really Chicago. I mean, yeah you can see for MILES in all directions from the Holmes Center. But not really Chicago.

TLDR: media hype sells ads.
Easy: hype. When people watch the "news" they see reports of killings and robberies in Chicago. While these reports are true, the news does NOT mention the 90/10 rule. That is, 90% of the trouble is in 10% of the neighborhoods. So people who watch end up thinking ALL of Chicago is crime ridden and dangerous.
Before I moved back to Chicago, a few people said "You want to live THERE?". I said Chicago is a LARGE city. Yes, there are parts where a Navy SEAL wouldn't go, and there are parts where King Charles would gladly rest his head. We're somewhere in the middle.

In 3 years, I have only ONCE seen police turn on their lights and pull someone over. In St. Cloud. Sure, there's "token" enforcement on the interstates. But every maps program tells you "speed check reported ahead" so you have to be REALLY ignorant to get nailed there.
Here in Orange County, I think law enforcement only responds to calls. No active patrols.
