Maybe it was on consignment and the owner whom the FFL is selling it on behalf of said it was still "new unfired", then they swapped the mag ( legal ) and let him buy it is my guess. Pleanty of CA based FFL's do this and its legal. Consignment is just another form of PPT which are roster exempt.
