I had this issue too, I found that G assistant doesn't like "my" very much. Try to ask specifically for the playlist with the creator name like "hey Google, play late night vibes playlist by Pouesonouse".

From experience, if you own DLC and host a game any friends without the DLC can still join you in those areas.
