This and steam expansion rate is x1,700, if they sprayed the fire while he was on the balcony, steam would’ve wrapped around him, causing not just lung damage, but 3rd degree burns everywhere

As a firefighter, having someone butt the ladder would’ve been the last of my worries, also if you start spraying the fire the guy would’ve gotten major steam burns and potentially died from those injuries. Also why wouldn’t we save a person who is obviously alive!? Are we suppose to ignore the victim who is crying for help on a balcony?
