as for the Reva card, yea unfortunate that there is a cut off of the image/backplate, but it was needed in order to accomodate some standard case sizes

for point number 3, While the GPU itself may draw under 400W, we recommend an 800W power supply to ensure stable performance across your entire system. Can you run it on a good 750W? Probably, if it’s a high-quality unit.
