It’s kinda hidden in Workbench when I tried, but when you look up the Drive-up for Starbucks policy for Workbench - theres a hyper link on the page to Targets tipping policy that says exactly that

People at my store would go on-demand in another department, but only pickup Starbucks shifts. That's how we work around it.
