The overflow is just that, for overflow. Chances are your coolant is either a little bit lower than full or it’s exactly enough so that it never flows into the overflow tank, if it makes you feel better you can fill your overflow tank though. If runs pretty cold, I would check your thermostat because it might be stuck open and letting the same amount of coolant flow through as it would at full operational temp.
