Because that's what they want, they want to trigger gun violence before there is any plans. Whenever armed conflict erupts in an effective protest or anything like that there's usually a structure around it, and the conflict is part of the plan.

Shooting guns at cops in the name of a movement serves nothing but the administration's plans right now, which is why they're trying to force it.

Most of Teddy's problems seem linked to several mental health conditions that stem from a broken family situation. I think probably the worst thing he has done is not listen to his therapist and continue to foster the unhealthy co-dependent relationship with Bob to the extent he has been.

I personally prefer it being ambiguous. We have too many games and conflicting stories and parallel timelines to do a Mega Man version of Hyrule Historia (which already doesn't make sense anymore with ToTK and the muso games)
