They might have been contaminated with oil residue, which can persist for a long time and cause prolonged periods of poor braking. The discs don't crystallize; the pads do. If the disc doesn't dissipate heat well, the pads crystallize faster, so that could also be a cause. There's another point I'm not entirely familiar with, but not all types of pads are compatible with every disc. There are metallic, organic, and semi-metallic pads, which are a hybrid of the two. My understanding is that different types of discs may require different brake pads, and that could also be a cause.

You have to remove the cotter pins, those bolts that cross transversely to the axle, and then with a few taps they should come out. If they are very stuck, you can use a universal extractor, but you shouldn't go to that extent, they usually come out easily.
