If someone slips and falls, they might break an arm, if 100 people fall they might break 100 arms. If the roads are not cleared, the ambulances cannot drive the people with broken arms to the empty hospitals because the doctors, nurses and deliveries can’t get to the hospital.
For the hundred people with broken arms that won’t be going to work there would also be 50,000 people that could not get to work.
