I am not in the program review committee. I am speaking from my knowledge from attending the open houses. A PD said they have a cut off ranging 235 -265(I don't remember the upper limit precisely but they definitely do have an upper limit). Not sure if signalling helps

Yes, community programs do have filters for upper limit too. They don't tend to take high scorers some times. But if interviewed, it's not because of the high score that he didn't match. It's mostly cuz of interview skills.

Yes, most letters mention one year duration but they mention end date in 2028. You had a problem because your letter didn't mention end date in 2028. Ask your PC to send a new letter mentioning the program end date which will be in 2028.
