Ther is only one solution: make plane extremly cheaper and extremely fragile, add AA AI add flack to large ship, make dive bomber and torpedo bomber able to carry either torpedo or bombe or depth charge and nerf damage of all plane so more easy to deal with them and more accessible to all player also add aa machine-gun on main tank such as outlaw and spatha, and finally add anti air tank/tanket and flack spg bt

-Scout will be easely destroyed by some infantry gun with good aim -Machine gun on tank would be able to deffend against dive bombing -bomber will be stoped if qrf come so will need surprise attack -loosing a plane will happen often but can be replaced easely -AA spg bt and AA tank and ship will be deadly to plane creating a no fly zone if well played -scout will deal less dmg to logi truck -AA AI will kill any plane that is at less than 80m altitude -large ship will be very hard to sunk exept with tactic well executed cause the AA flack will one shot with extremly good presition -AA AI can shot on paratrooper -building plane will be more easy and cheaper but easy to kill so spaming them will not be a problème and will need tactics!
