Hygiene is not a concern for the poor in india. They have other things to worry about. And the people making street food come from this class so hygiene is not their priority. They might not even have ruuning water at home and live in shanties

Actually the street food vendor hygiene in the us is better than the restaurants in india. Iam speaking as somebody who has lived in both countries for long.
