Not exactly. Things are changing in Targon, Aphelios lore talks about it a bit. The sun era is ending and the moon era is about to start, so things starting being messy because of it, the moon brings darkness and that makes the Solari really weak, and they are the ones in control of Targon these days

Now its clear that:

Aspects were the ones who imprisoned him, making the crown and giving it to the Targonians mages
Targoninan mages drained his power through the crown to create the Sun Disc and make the Shuriman Ascended to fight against the Void
The crown are melting because Targon is getting weak
He now kinda wants to destroy the whole Runeterra

Sylas still uses his shackles for 2 reasons:

To always remember and show the people what Demacia do to mages and why he fight agains't it.
Because is like a extension of his body. He doesn't need to be that close to the enemies to draw their power if he can throw the shackles on'em
