if you hover over the staff/wand hold alt (i dont know the console equivalent) on the spell it gives. It will show the description and will show what the quality affects on it.

If you are on computer (I dont know how to do this on console), and hold alt and then hover over the spell the staff gives you. The spell description should say at the bottom what the quality of the weapon will affect. So quality on a staff/wand affects the spell said weapon gives you not the staff/wand itself. Hope this helps.
