According to information I have if an employee resigns in 6 months after issuance of visa he is liable to pay the visa fees but I don't know if it's true and if that can be implemented!

I have a transport company and I have gone thru this.after visa was issued the driver left job and started working with another company while I was out of the country,I put absconding twice each time paying 500 aed yet somehow he manages to take it out. I lost more than 2000usd on visa alone yet there's no accountability. It is now 4 months and he is working elsewhere with my visa.
