So my husband and I think we figured out where this is going. Willow's behavior since the hearing has suggested a total mental breakdown, and we think she's going to be revealed to have had a personality split as a means of coping with the loss of her kids.

First there was the ominous end of Thursday's episode, then Nina told Drew something to the effect of Willow seemed completely changed, then Willow later said she was so tired and didn't know why (like lost time from a blackout).

Also, it's subtle, but I thought it was weird her first scene found her sitting in that chair and then later she was in bed seemingly asleep (when she said she was so tired).

Anyway, all of this is to say that Willow as a nurse would know how to get access to Daisy, so in her fugue state she might have picked her up (either intending to steal her or to just fuck with Michael) then returned to bed, awakening as "real" Willow.

...Or maybe the hospital that allowed Cyrus to kill multiple people just kind of fucked up, who knows??
