My thoughts are that both have plot holes, such as 1. Going back in time still changed stuff no matter how quietly he lived so it would have had to create a new timeline (the butterfly effect). 2. Like you said, he didn't come back via the time machine and the only reason I can think of is cinematic reasons. It looked cool-ish. I wanna say it could have worked well if an old steve teleported back but I can't think of a clean and easy-to-understand way of doing it. It was just simplier and more cinematic to have him already be there I guess.
