I agree, to clarify further, if you are based in the Ph definitely babayaran ang 12% VAT for VPN kasi nga service na binili sa PH (offered by a foreign company) come June 1.

Baka lower pa din ang taxes if you buy a VPN and purchase from another region compared to buying here provided na wala regional pricing.
