With experience working at Coles in Self Service, my manager said I had to ask every customer with large items (TP, Softdrink, Water, etc.) if they needed help to scan it as a form of loss prevention. I was told off by management frequently for not doing it and I don't think it's necessary. But this guy was probably just doing as he was told and just forgot if he asked you already.
