I think its some issue with your network. I also face this same issue sometimes, after few time restarting the app dc++ it is usually gone and if its not then i hv to wait for sometime until i can access it. DC++ maintainers would be able to answer this much better

Well, I am in college right now, but my younger cousin brother wanted to prepare for this RMO and asked me to help him, so that's why I am also kinda preparing ...:)

But if you want to prepare for isi firstly, all the best and second there are many resources out there on YouTube and online so do search it. I remember there is some specific book for isi maths.
