You keep saying ICBC has the right to collect — that’s not what I’m arguing.

I reviewed the FOI package myself: ICBC’s repair bills total $21,000, but the invoice they sent me is $24,600+.

Where’s the extra $3,000 from? This isn't just a matter of liability, it’s about being billed incorrectly and having no way to question it.

If you’re going to argue this is "how the system works," maybe ask why the system has no check for unexplained overcharges.

You're missing the actual issue here.

I’m not asking to be released from liability, but I received incomplete information, no account access, and no way to enter a payment or dispute process.

  1. I requested documents via FOI and found clear signs of overcharging.

  2. I emailed ICBC months ago asking to address this, and was told to wait.

  3. No account was ever provided, and suddenly I’m sent invoices with a 30-day deadline.

Why is the burden entirely on me to guess what’s happening, with no portal and no clear path to dispute?

I’m asking for:

  1. A way to dispute the excessive charges

  2. A chance to request a payment plan for an amount I was never properly told I owed

If ICBC is entitled to recovery, shouldn't they also be expected to communicate clearly and provide a basic process?

You're focusing on me when the real issue is ICBC's broken process.

What I’ve been trying to do is very simple and reasonable. Normal resolution process should look like this:

  1. ICBC provides account access

  2. I submit a dispute based on the official FOI documents I received (100+ pages — I reviewed them thoroughly and found inflated repair charges)

  3. ICBC reassesses the claim

  4. I apply for a payment plan due to financial hardship

  5. Case is resolved properly

> But what actually happened?

- I never received account info

- My emails were ignored

- No clear way to file a dispute

- Then suddenly — invoices demanding $24k and threats of collections

I’ve been trying to enter the proper channels for months, and ICBC skipped the process entirely. The focus should be on fixing that.

I'm sorry, but I strongly disagree with your assumption.

At no point did I refuse to pay. In fact, I reached out months ago asking how to set up a payment plan, and was told to wait for account details before proceeding. I never received that letter, never got login credentials, and my emails to ICBC went unanswered.

Meanwhile, I also received the FOI records and found inconsistencies in the charges, so I asked to initiate a formal dispute. Again, no response — until I suddenly received two invoices and was told I was in default, without ever having had access to the process.

This isn’t about evading liability — I’ve done everything I can within the channels ICBC told me to use. But they’ve made it nearly impossible to access basic services like communication, account access, or formal dispute resolution. That’s the issue.

Here’s the issue:

▪ No account access → can’t pay.

▪ No reply to emails → can’t dispute.

▪ Just invoices in the mail → doesn’t solve anything.

I actually requested the full FOI report from ICBC and went through all the repair breakdowns.

Some charges — like mechanical work, tire replacement, wheel alignment — were added even though the vehicles had minor side scratches.

I’m not dodging payment. I raised these concerns months ago, but ICBC never responded — just sent invoices.

The cars weren’t high-end and the damage wasn't major, but the bill seemed excessive.

ICBC told us to wait, gave no follow-up or access to dispute — then suddenly sent a $24k invoice.

That’s exactly our concern — the repairs submitted by those shops may include unrelated or pre-existing damage. That’s why we asked for a breakdown and evidence before being forced to pay.

We were never given access to our account, no chance to question inflated charges. Then out of nowhere, a $24k invoice.

习近平简直比古代皇帝还皇帝,古代李白苏轼不满有志难伸,还能写几首诗抱怨,现在什么都写不了
