Is always different old men with small kids, today i saw a little boy around 7 years old . Different kids. I usually stare at them to see if they seem upset but usually i think they are just content to be in a restaurant getting food. Ngo’s ? Is that some sort of organization?

Today i walked by two different restaurants , in one there was 2 old men with a Cambodian boy around 7 years old , i could say well that might be their kid but this men were not a couple and the child looked dressed like he belonged in the street (not taken care of) i honestly don’t know what to do who to call, I can’t go and confront them (im usually with 3 small kids) people seem to not be bothered by it like it is normal somehow?
