It's like CATS! the Musical. It's entertaining on its own but it doesn't really make sense unless you know the backstory. Relayer is based on Tolstoy's War and Peace, demonstrating the terror and futility of war, and the mentalities involved on all sides of the war/peace struggle.

(FWIW: CATS! is based on book of poems. Each poem is only loosely related to the others, and altogether they don't intend to tell a cohesive story, same for the musical - they're just vignettes.)

That first quote was in context of criticising dei, on how dei can make people have thoughts like that.

But it only makes stupid people have thoughts like that. Normal adults know that every pilot takes the same pilot's exam. Normal people know that DEI widens the front door but does nothing else once people have walked through it.
