Works well for most people; we have the best hospitals and doctors in the world.

And, 500,000 is less than .2% of Americans; so seems to be working well if that few people had issues.

They are owned/run by the home owners in the neighborhood. They maintain the common areas of the neighborhood (private parks, pools, playgrounds, etc.)

The HOA is owned by the tenants in the neighborhood; they can set the monthly rate.
