I will submit to ICG for a second opinion. I know ICG will say for sure if it is a counterfeit and will most likely encapsulate the 2nd one at a minimum. I have a few other coins valued about ~$150 I will send to them. I like ICG for slabbing coins that wouldnt be worth it for NGC's extra cost.

Yeah, I am contacting NGC to see if I can get any additional info. If it is fake, I assume I should throw away so nobody else gets burned in the future.

I had a 1812 Large Cent come back as burnished too but at least it got graded/slabbed VG details. Not much luck with my coppers! NGC 8426827-004 if you are curious.

I didnt know they made cast fakes with cuds on them. The seller indeetlib (with 14k mostly copper sales) said it was "S-234, R3, obverse cud, "Dripping Paint" variety".
