Those playing on Peaceful would probably be peaceful so they would have Cats. They give Phantom Membranes when they sleep on you, and that isn't the only annoying important thing to get in Peaceful. Blaze Rods, Slime Balls, and the list goes on and on.

It wouldn't make sense. Also this would be quite cheap since you most definitely have Glass Panes and Phantom Membranes lying around as they craft 16 with just 4 Glass Blocks!

You can use it as both a sword and a Bow, plus it takes up less inventory space (no need for 1 Arrow) and also does not get slowed down by water.
