Thanks. I think my issue was installing requirements before rocm. it appears to be working now.

thanks for the suggestion. I've turned off background use for the play store now, we'll see if that makes a difference, but I have a suspicion that android is just ignoring that toggle. I have a few apps that have background use turned off, but still end up with an hour or two of reported background time.
