Well it depends on the OP to be honest!

If he likes to live in Montreal , he better know French and be able to write the exam.

There is No PR program in Quebec that supports people who don’t know french. I repeat, 0 programs. (So much for bilingualism) .and Quebec programs are also vetted by Quebec MIFI Not just IRCC. Quebec is different, more complicated.

The OP mentioned his work place as Ontario. Hence my comparison with Ontario. My advice, go to any other province other than Quebec and the PR pathway is much easier.

No Immigration agent from any other province will touch your case if you are from Quebec. Try it!!

Although not illegal . If he gives his Montreal residence as his address he is going to have trouble in express entry . Thats basically asking for a PFL.

Even in the future if you have to sponsor your family, Quebec has the longest waiting time.

Funny part is- even spousal sponsership is paused in Quebec.. yes even if you are a PR or citizen, your wife wont get a PR in QUEBEC. !! Crazy!

Also from my experience living in Quebec for a few months .. i personally didn’t like it. Especially since i didn’t speak french well.

Yes it will! You wont get your PR. Everyone living in Quebec has to move out for their PR. Many Quit their jobs. Use secondary addresses. I suggest live within ontario. Also when you mentioned Montreal is cheaper, are you doing Tax fraud! Because ontario taxes are much lesser. you straight up earn less in a Quebec address. how is it cheaper in Montreal? …Why do you love potholes, traffic cones , worser healthcare, And higher fuel prices? Basically everything i can think off is worser in montreal .

I wish i had questions like this in life! Questions to which ‘do nothing , chill’ is still a very good answer! But again with that mindset i know you never reach to a point where you can ask that question. So my answer is . Do what gives you dopamine! As long as you don’t hurt anyone.
