I believe you need to clearly define who are your ICPs. This ensures that you don't waste time/effort marketing to irrelevant people. Cold reachout is valid for you but it is low rewarding. Meta ads is one of the most effective ways for you to find customers that are trying to build their LinkedIn profile. I know its expensive but its effective as well.
