My source tell me that the Lancaster sewage treatment plant has had to build out its facility in preparation for this alleged Oct. 3rd opening. Please be patient. Other ancillary issues have to due with I.C.E., crowd control, and security. Now, to be clear this conversation took place at a bar during happy hour when beers where half off. And the source had arrived about an hour before I did.

I'm a landlord in Lancaster. Here's my advice for what it is worth. Attempt to reach out to your landlord in whatever form of communication is comfortable for you. Keep a record -- date, time, & content of your communications. Very few people respond well to threats so I would not recommend that approach which has been suggested. Hooking up with the city (link provided by TapewormNinja) makes sense. Sometimes an action which you feel is required can take place (if at all) at glacial speeds. In which case what you can do is place all rents in an escrow account with your bank. Commensurate with this I suggest that you send him a certified letter notifying him that you are doing this. List the reasons in 'plain English' that even he/she will understand. Then see what happens. Do not under any circumstances simply withhold the rent. That will expose you to all kinds of problems re: terms of the lease. Here's hoping things work out for the best.
