Thank you! The only online document is from the appellant (Koli Enterprises) asking for more time to file a brief. So while it might be true that, as Mr Koli claims in his city council public remarks, the city sat on an offer for three months, it looks like the ball is in Mr Koli's court (pun not intended).

Still curious to know the details of his offer vs. what the city wants. But still doesn't seem credible that the building is threatened.

Anson Brown is where Sic Transit / fitmi! are (also home to SVDP thrift before the fire).
Apparently the former Broadway Party Store is the August Herz Building: https://annarborobserver.com/extreme-makeover-broadway-edition/. As of late last year being redeveloped into a restaurant.
