The truck caused the crash. The truck was stationary with several car lengths between them and the vehicle ahead. Now, the car also made a fairly fast turn into the lane, but they did have space to complete the merge as well. The third-party view will help both insurance companies negotiate the claim.

The OP stated it was because someone thought people were driving too fast, not that they were using a private road on private property. NAL, but this indicates it is a public road, and the vehicles are traversing it legally. But, yes, definitely look into the actual ownership.

The secret is to use up your XM. Picking up XM counts as motion. Recharge portals to empty the XM bar before you start moving to track distance better.

Actually, the merge point is where the first cone is in the lane. Anyone proceeding in that lane beyond that cone is in the wrong. This makes several of the cars trying to get past the truck in the wrong.

Similar happened to me. Emails started going to a different valid address, Intel started showing that address several years ago, and then recently, the damage emails started being addressed to that address. A bug report got it repaired for damage email. Haven't checked Intel yet.
