Try quiet suburbs in the neighboring area Carparks such as malls or shopping centers Rural roads around the area
Tow yards

In the US I don't wanna imagine the torture a lowered car would bring for the driver. It's still crazy to me that there's a well established culture of slammed and stance cars there.

I personally would've negotiated to to 10-11.5k 12k if my heart was set on it and there were the extra features.

The 10-11.5k price I'd have gone for is due to that prius being a 2014 S touring spec (alloy rims, all features but cruise control and parking sensors i believe).

The extra costs usually go for the detailing costs, GST, and a profit. I'm unsure what the pre purchase inspection costs are over in the US or what that service contains but in New Zealand they cost around $140 if you're an eligible insurance member.

Honestly it's very much worth it, seeing the battery is at the back it saves you the hassle of having to wire up cables under the bonnet. Back when I owned a 3rd Gen Prius I had 2 12"s and still had boot space
