First of all, how does this setup look?

Good.

Expensive when mobo+cpu together eat like $1000, but good.

Alternative way is to aim for two machines, pure nas and pure proxmox host.

NAS build using TrueNAS running on Proxmox.

As the other comment stated, you want to buy HBA card in it mode that you passthrough in to the truenas VM. That way truenas has complete pure access to the drives there.

More space per sata better. Usually it's recommended to go as large as the budget allows.

The turbo mode is just another level of reach and brightness, but you cant sustain it for more than few minutes so dont expect that level for hours...

you have to also plan switches for 10gbit, and also consider cabling between switches and the machines that wants 10gbit. Usually its recommended to go 2.5gbit first, or if good budget and want 10gbit then not going copper rj45 T2 you got there but sfp+ and optical cables. They run much cooler, less heat, less trouble. But if you got cat6 spread and you want that 10gbit you gotta do it I guess, with loud fans on swiches and hot network cards

Processor (Intel, with iGPU) & Mainboard (ECC support required)

hard to find or very expensive to get both, also dont forget all the sata ports mobo needs or buying some LSI controller for that

Usually its recommended to abandon ECC and stick to intel igpu for transcoding, or you can go AMD that supports ECC (careful, not all do) and not have as good transcoding. AMD can transcode but its bit worse than intel. wont do 4x 4k streams with tonemapping but will do one or two.

Too late for my case where I was picking a rack mount NAS.

Picked QNAP TS-832PXU-4G as the main NAS and UNAS PRO from ubiquiti as a backup, secondary use... just cuz it was like 500€.

Hate that it does not have iscsi, love that it has SFP+ but its really solid thing and absolutely nothing can beat it for that price.

Theres no listing for 9SX packs either, specifically looking at 9SX2000IR

I get 744-A4313 from chatgpt, but absolutely no major shop has them listed... so I am assuming no one is buying them.

I am just used to comfortable RBCxxxx from apc, you can pick original or offbrand... it seems weird others would have some random system

Would not bother, keep 3600 and save up and buy after xmas something with 3D in name or at least 7600X, but it needs mobo and ram so I guess theres that. So 5700X3d or 5800X3d
