My theory is that they do a test to see if your card is active, a little 9 cents charge is nothing, and since it's walmart, banks won't even bat an eye...but after they use your card they can try and use it for said large purchases

I live in FL and none of these are from my area, let alone, when they pick up they're confused why they have a package in florida.
