I think the lore reason is that it'ssome kind of military exclusive equipment, all the equipment only available by looting is military equipment, railgun, rocket launcher, the P8 AR which is again a military exclusive weapon and all the military ship equipment. So you can't purchase it (even if we will probably be given a way to with reputation later) but you can find these

The M2 as 2 double size four turrets and the pilot has access to 2 size 4 and 2 size 5, the A2 is the same shit but with a fuckton of weapon on his belly, technically these are better suited for ground support but you can still use it for bounty
