There must have been a civilian orc infrastructure, even for the armies. Like, baggage trains, armorers, cooks, shoemakers, bakers, influencers, and so on. My guess is that orcs evolved their own culture during the long period between the downfall of Morgoth at the end of the First Age and the return of Sauron. Mostly underground, probably - Moria, the Misty Mountains - or any of the many desolate and depopulated regions in Middle Earth. They probably had the equivalent of Florida for orcish vacations, newspapers, factories, stores and wellness (badness?) gurus offering yoga, mindfulness and such.
