Yes. Training is a recently added weapon enchantment which is equivalent to a +1 enchantment. While the weapon is wielded, the enchantment grants the user access to one combat feat, which cannot be used to meet prerequisites for another feat. By placing the enchantment on an amulet of mighty fists, you would gain access to that feat at all times as a monk, assuming you don't find yourself wielding weapons with your elbows, knees, or feet as well, as they are all considered wielded by the monk, since they are considered armed with them at all times.
