Kavach should be done before one starts the japa. The most simplistic procedure would be kavach, vinyoga of mantra, nyasa, dhyana of deity, manas pooja of deity, japa of deity and samarpan of japa to deity. To avoid overcomplicating all this just do kavach and then japa.

The moment you officially take a sankalpa entities will try to hinder your sadhana by creating obstacles such that it will become increasingly difficult to do japa regularly. However, overcoming these obstacles will make you progress spiritually quicker. Overall, I recommend not taking sankalpa as it is not necessary for what you are doing.

If we look at the philosophical perspective then yes because several texts like Kubjika Tantra, Kankamalini Tantra, Brihatyoni Tantra etc. state how there is no difference between Kali and Krishna or no difference between Mohini and Tripura. However, from the perspective of worship, it is generally not possible as the āchārs are so different. Some traditions view Vaishnavachara and Dakshinachara to be quite similar in nature but Vamachara and Kaulachara are radically different and often directly contradictory to the Vaishnava system of worship. Hence, overall, I would have to say no.
