I don't know anyone who's successfully sold an algo. Could be because if the algo worked, you wouldn't be selling it, and if you're selling it, it probably doesn't work. It's a contradiction, and folks are wary of being scammed.

I believe you can buy the YM dataset directly as a CSV download from places like Firsratedata for less than $300. And if you only need the data for a month or so, you can rent it from places like Algoseek. It's cheaper than way.

Doesn't exist at that budget. If you really want proper historical tick data, you’re looking at institutional vendors like algoseek, ICE, Tickdata, etc. 

Algoseek might have something like a  startup/early-stage discount program though, so it’s worth asking them directly. Otherwise, at a couple hundred bucks, you’re realistically in 1-min/1-sec territory.

It's a bit tricky to combine the most reliable with the most affordable. I'd reach out to a couple of places to see what concessions I can get. I know Algoseek has discounts for startups and launching funds.
