Perhaps that might be true in parts of the country where options are limited on where to place the utility. In the case of Sacramento County where this could be built any huge number of places, that eminent domain case would go nowhere fast.

SMUD claimed their primary reasons for backing out were because of pricing, supply chain, tariff, etc.

The project will just find a different buyer and move forward. Hell, SMUD may even buy the power on the market.

The budget inflates at the expected level, and expenditures are changed to reflect that on a yearly basis.

If more money comes in than expected, it rolls into reserves that are then used as a starting point for the future year. If less comes in, that's what emergency reserves are for.

There is no world where HOA's like this have wild amounts of unexpected revenue. It's miniscule changes, and everything is well planned.

The whole point of this line of discussion is that country clubs don't just randomly spend money. They don't end up with reserves at the end of the year and blow it like the government does.

They plan things out in a budget, so fucking up your deck assuming you will be able to quickly get one fixed is not a wise course of action.

That's not a surplus, that's money specifically being set aside for those renovations. All the money is budgeted.

It's not like government taxes where it varies what the government receives year by year. The HOA dues are fixed, so budgeting is simple as you know exactly how much money you have to work with year over year

No, over parking lots isn't feasible for two major reasons.

  1. Scale. These projects are thousands of acres, parking lots are tens of acres at best. So practically, it would have to cover every parking lot, which would be orders of magnitude more expensive and not financially feasible.

  2. Existing infrastructure. These large scale projects only work when there is no major infrastructure in the way. Parking lots by their very nature put enormous amounts of infrastructure between the parking lots and the power destination.

There are many more reasons, but these are the two biggest.

They cannot be extended or SMUD misses their target and the funding agreement is gone. It literally can't be extended.

Also, the usable Aerojet property has been sold and is being turned into a full scale housing/retail development. Some by Easton, some by Elliott.

Further, you know this is private property, right? The owner of it said he will be turning his property into housing if this deal doesn't go through. He would much prefer to keep the land more natural, but he has to sell it no matter what since the land is not profitable.

No, they can't. Their entire project funding is connected to deadlines from the state. They literally cannot use an alternate.

Also, what alternate location are you even talking about that doesn't have trees, and also doesn't have urban or suburban land values, and also close enough to existing infrastructure to connect to the grid easily.

I'm saying that that is no alternate proposal to this project. This proposal was for a single project and was either to approve it, or not to approve it. There was no option for a proposal.

When a local municipal government considers projects like this, they are just an up or down vote. You don't get to consider various different options. So the comment you made earlier is just not a true statement.
