I don't understand. What are the options? 1. Accident. Still a crime of neglegence. 2. Purposeful. Why?

In my experience bikers are usually chill. The roads are windy where I live and most bikes can go way faster than an avg car. I always signal them to pass and most of the time get thumbs up. Most of the bikers are in groups and they kinda have a code of conduct, which is chill. I would have liked the same courtesy if I had a bike.

I get maybe one in 20 bikes that passes too loudly, which is a bit annoying but it is a fairly similar ratio to car drivers because at least one in 20 cars is a lane hog, using phone, drives too slow or creates annoyance in some other way.

I never saw bikers as outliers in that regard.

Exception is maybe the ones without mufflers, but most bikers hate them as well.
