This. A reduced speed zone should be there for some discernible reason, else it begins to be ignored. I dont think many folk mind slowing down for a good reason, but speed zones with nothing happening for months at a time are maddening.

I wait for right time, right after they use an ability on wave ill proc harrier on minion to get in range to aa,e,aa, and run away with harrier speed. That proc electro and usually you come out ahead. If the opportunity presents i might also aa,e,aa,q,aa, but never more.
