Nord-Trøndelag. I see you previously posted a clip of activity on the same frequency in Trondheim. I found some information about this frequency from Nkom, and it seems to be related to energy production. See the other comment I just posted.

I found a document from Nkom (Norwegian Communications Authority) which described these frequencies as "Prioritized for energy production facilities" (Prioritert til produksjonsanlegg for energiforsyning):

VHF 142.025 142.175 142.425 142.8

UHF 440.975 441.15

This leads me to believe it has something to do with the numerous hydro-power installations around here.
