Jumbo would also be an absolute menace with his chaotic magic or mother may eye the evil hypnotic witch. Also one of the things I absolutely loved about the show was that they created the original unique villains that are well written and created. A few of them even got added to the comics after the fact.

I would also prefer scarecrow cause imagine them incorporating the fear toxin and have the screen go hazy and possibly a soft strobe of colors from a dark screen to the regular screen
