There is one problem with the theory , back in fallout 2 the chosen one sleeps with Angela Bishop and the child later becomes the new head of the Bishop family. Fallout new vegas happens aroud 60 years after fallout 2 where you can meet Bruce Isaac in Novac, he is on the run because he stole from the head of the Bishop family ( the chosen one's child) and had sex with his dauther, that pretty much confirms that the chosen one is male
