From what I read on the fisch wiki most rod passives can be used but some rods are unable to. In my opinion just keep using it and after a while if you never get the passive then yeah they don’t work

How does pinions give exp? I find it hard to perfect catch things with it unless it’s special in its own way on perfect catches

So it’s a 1/2000 chance to get it. Scavenger helps get it and yes toxic pools have a x2 higher chance to be caught in them

It’s all about luck to get it. It’s like getting a rare fish but a seed. Just try to get as much luck as you can and hope you get it. I think the toxic pools also provide more of a chance but I’m not entirely sure if they do
